Keltybridge and Westfield
The Commission has conducted a review of the boundary between Fife council area and Perth and Kinross council area at Keltybridge and also at Fife Environmental Energy Park at Westfield.
This review began when the Commission decided a review was required at its meeting of 20 February 2014. Fife Council officers had approached the Commission noting that the administrative area boundary at Keltybridge follows a convoluted line which we believe to be the former course of the Kelty Burn. Fife Council has been asked to consider land to the south of the Kelty Burn in this vicinity as a candidate site for housing development for the next local plan. A single property on the north side of the Kelty Burn is divided by the current council boundary and we understand that for administrative purposes this property is currently treated as being in Perth and Kinross council area. When considering the area at Keltybridge, we also noted that a small part of the site of the Fife Environmental Energy Park at Westfield is within Perth and Kinross council area, after the ditch which defined the council boundary in this area was realigned. We concluded that we should address this misalignment as part of this review.
We consulted on our proposals with Fife Council and Perth and Kinross

concluded on 9 April 2015.

On 15 October 2015 we submitted our Report to Scottish Ministers and the Chief Executives of Fife Council and Perth and Kinross Council. The Report and its recommendations were made public on 22 October 2015.
Scottish Ministers will then lay an Order before the Scottish Parliament implementing the Commission’s recommendations.
As part of the review, the Commission has placed copies of the Final Recommendations at display points agreed with local authorities. The display points are: Fife Council Offices, Fife House, North Street, Glenrothes, KY7 5LT; Perth Kinross Council Offices, The Atrium, 137 Glover Street, Perth, PH2 0LQ; Cowdenbeath Library, 41 High Street, Cowdenbeath, Fife, KY4 9QA; Benarty Community Centre, Flockhouse Avenue, Ballingry, Lochgelly, Fife, KY5 8JH; Kelty Local Office, Fife Council, 51-53 Main Street, Kelty, KY4 0AA; Glenrothes Local Office, Fife Council, Fife House, North Street, Glenrothes, KY7 5LT; and Loch Leven Community Library, Loch Leven Community Campus, The Muirs, Kinross, KY13 8FQ.In addition, the Commission placed a public notice in local newspapers, distributed a News Release, and wrote to MSPs, MPs, Councillors, community councils and other interested stakeholders.
