17 November 2013 - We are very pleased to announce that we have added a Map Browser to our website. The Map Browser allows you to view maps showing the current and past electoral boundaries that we have been responsible for. You can select a set of boundaries to view, search for a location by placename or by postcode, and then pan and zoom around the map. The boundary data is displayed on a background of current Ordnance Survey mapping.
The Map Browser draws on data from both the Local Government Boundary Commission for Scotland which was established in 1973 and the parliamentary Boundary Commission for Scotland which was established in 1944. The data includes 6 sets of UK Parliament constituencies, 2 sets of Scottish Parliament boundaries, 3 sets of European Parliament constituencies, 3 sets of wards for Scotland's current councils, 2 sets of wards for the superseded Region and District councils, and boundaries for the various interim reviews that we have conducted.
The Map Browser complements the existing information on the Maps section of the website which includes PDF files of maps of boundaries and downloadable shapefiles of the boundary datasets.
8 November 2013 - After evaluation of a pilot scheme, Scottish Ministers are repealing legislation for direct elections to Health Boards. This includes repealing the part of the Health Boards (Membership and Elections) (Scotland) Act 2009 which gave us a role to advise in cases where multiple wards were to be used for Health Board elections. Since each of the pilot elections used a whole Health Board area as a single electoral ward, we have never exercised that role.
4 November 2013 - We have added downloadable shapefiles of past council areas and electoral areas to the website. They are available from the Data files pages of the Maps section of the website. You can use this data with geographical information system (GIS) software. There is guidance on handling this data in the Technical section of our FAQs.
15 October 2013 - We have published our Annual Report 2012-13. It is available as a PDF file from the Publications section of this website.
23 September 2013 - Scottish Ministers have announced the appointment of a new Chair of the Commission, Ronnie Hinds, and 3 new members, Ailsa Henderson, Roland Bean and Susan Walker.
The appointments are for 4 years. The appointments of Ronnie Hinds and Ailsa Henderson run from 1 September 2013 until 31 August 2017. The appointments of Roland Bean and Susan Walker run from 1 November 2013 until 31 October 2017.
The appointments are part-time. The Chair appointment attracts a remuneration of £347 a day for a time commitment of up to 19 days per year. The Commissioner appointments attract a remuneration of £217 a day for a time commitment of up to 16 days per year. Ronnie Hinds, Roland Bean and Ailsa Henderson do not hold any other Ministerial Appointments. Susan Walker is a board member of Scottish Natural Heritage for which she receives £1,142 per month for a time commitment of 4 days per month. These appointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. None of the new appointees have had any political activity in the last 5 years.
